The agile network must be made up of a volunteer army. About 10% of the workforce will suffice, as long as the people in the network want to be there. Don’t be exclusive or closed to participation, but also don’t try to recruit people who are 100% structurally minded, because they won’t enjoy being there and they won’t see the value of it.
